Clean Buildings Performance Standard
Clean buildings are essential to meeting our state energy goals. In 2019 the Clean Buildings bill was signed into law, expanded in 2022, and augmented in 2023. The objective is to lower costs and pollution from fossil fuel consumption in the state’s existing covered buildings, multifamily buildings, and campus district energy systems (WAC 194-50).
Below are some of the terms used to determine the targets for our buildings:
EUI: Energy Usage Intensity
- EUI Target: A formulated rating for the amount of energy used.
- The number we need to stay under
Source EUI: Where energy is generated from for our use
- Electricity, Natural Gas, etc.
- The load that our buildings pull from the energy providers.
Site EUI: How much energy we use:
- Our energy usage at each building or campus
- The main impact on our EUI target
Below are the Tier Groups for CBPS:
Tier I: This group consists of all buildings that are required to meet EUI target compliance (we have divided them into phases).
- Phase I: Any building or campus over 220k sq. ft.
- Data collection starts June 2025 and 12-month reporting is due June 2026.
- Compliance must be met by June 2026.
- Lake Stevens High School and Cavelero Mid High School
- Phase II: Any building or campus over 90k sq. ft.
- Data collection starts June 2026 and 12-month reporting is due June 2027.
- Compliance must be met by June 2027.
- Lake Stevens Middle School, North Lake Middle School, and Stevens Creek Elementary.
- Phase III: Any building or campus over 50k sq. ft.
- Data collection starts June 2027 and 12-month reporting is due June 2028.
- Compliance must be met by June 2028.
- Glenwood, Highland, Hillcrest, Mt. Pilchuck, Skyline, and Sunnycrest
Tier II: This group consists of all buildings over 20k sq. ft. Reporting requirement only. No EUI target compliance.
- Data collection starts June 2026 and 12-month reporting is due June 2027.
- Early Learning Center
Here are a few ways our Facilities & Operations Department is helping our buildings achieve CBPS compliance:
- We have partnered with Hargis Engineers to perform bench marking for and energy audits. This allows us to identify the areas of focus for Clean Buildings Compliance.
- We received a $1 million grant to retrofit LED lighting throughout Lake Stevens High School as well as installation of new boilers in the North Hall building.
- We are working on a plan to retrofit LED lighting throughout the North Lake Middle School campus and upgrade our HVAC controls system.
- A Building Management Survey was conducted for Cavelero Mid High School where we have been able to modify internal programming of lighting and HVAC systems for efficiency.
